You send the command "force" to diald via the command fifo. In fact
you do not even need diald in order to do this, you can use the
"persist" option to pppd

Other users cannot run diald. As it is designed for dial-on-demand, it
is normally started automatically at system boot time. "Ordinary"
users can trigger the connection by requesting IP packets be sent.
To enable users other than root to use dctrl, create a permanent fifo
(rather than letting diald create a temporary one every time it runs)
and give group read permissions to the group of users who you wish to
be able to use dctrl.
