Dialing every other time.

I've got a strange diald problem.

It connects the first time I need to use it, then after it hangs up and
I go to use the it again,
it waits 30 secs in the connect state "without dialing" then it goes
down then it goes back
to the connect state and dials like it should.

Why is it not dialing every other time?
