I tried using tcpdump to see what's bringing the connection up.
I'm typing /usr/sbin/tcpdump -i sl0.
If I do this when pppd is connected I get the message
tcpdump: bind: sl0: Network is down.
I have to killall -2 diald and then tcpdump works.
I finally got a FIN packet showing up in the output.

The local address is from a previous ppp connection.
