Taking a guess based on the most common cause of this type of trouble.
There's probably a DNS request being made to verify the name of one of the
machines.
I'm assuming you have the machine cleared for access via /etc/host.allow.
Have you checked your /etc/hosts file for names of all the machines
involved? This needs to be on both machines if you are not running a local
DNS server. (if you are connecting from a windows machine the file is
'lmhosts' in the windows directory - you can do a direct copy of hosts -
exact same format - unfortunately you need to reboot windows after changing
this file since it is only read at boot time and cached afterwards)
Both localhost and the machine names for the machine you are connecting to
as well as the machine you are connecting from need to be there. Otherwise
you end up with reverse DNS lookup to verify access privileges. (thus the
dial out to the internet for DNS services)
If you are running a local DNS server and have too many machines to make
keeping the hosts and/or lmhosts files up to date on all of them, make sure
you've configured both the forwards (by domain name) and reverse (by IP
address) for the local network to avoid name resolution on the internet.
