I had the same problem over the weekend whenever I
upgraded from RedHat6.0 to RedHat6.1 (a newer PPPD).

Here is what I did to get things to work:

1.  To both your PAP and CHAP Secrets Files add your UserName
      Password.  Within the Secretes Files use * as the Device (Server).
      For some reason, the Login will not succeed if your specify the
      exact Server Device (Bug ????).  Here an example:

      username  *  password   address

      The address is optional.

2.   To your /etc/ppp/options file add the "noauth".

3.   To your diald.conf file, make sure you have a ppd options
      line specifying the Username to use.

      pppd-options name UserName

These steps should get you working.

Here is an example diald.conf:

I believe Sunday a Lazarus Long sent a detailed procedure for
configuring DIALD for various sophisticaed Configurations.  I am
not currently on the System I read it on.  I will send it whenver I get
back on the System at home.  Or I guess you could request
Lazarus to retransmit it.  Myself, I stayed with what I was able
to get working, and if is sufficient for my home ISP gateway.
