Did you check again the modem on the old system to make sure it is still
working?
You may meed to reset the modem to its default, factory, state: check in
your modem manual to find the command (I do not remember it at this time):
maybe the modem is set not to reply to command (is it possible?, I know you
can have it answer verbose (OK, CONNECT, BUSY, etc), or with numbers).

On the new system, are you sure you do not have an IRQ conflict?

You may want to check the connection parameter in minicom (speed, parity
bits, data bits, etc).  But, that should not be the problem since the AT
command normally sets the modem to the proper speed and characteristics.
