his sounds like the max speed on that port as -

 There are 10 bits to a transfered byte -

         a start bit
         8 data bits
         a stop bit

 this translates to 11500 bytes per sec

 or - 11500/1024 = 11.23 Kbps

 minus a couple of bytes for control gives approx your value of
 10.8 Kbps
