I would guess that something like the following would work:
restrict * 03:00:00 * * *
or-restrict 17:00:00 * * * *
up
restrict * * * * *

and then the rest of your filter rules.

However, to allow the diald to still follow the other filter rules, and to
make sure the link is brought down at 3:00, you might want to use a cron
job that tells the link to go down at 3:00.  You just need to 
echo "down" >> YOUR_FIFO_PATH_HERE
