You can find the RPMs on the RedHat FTP Site.

ftp://ftp.redhat.com/contrib/libc6/i386/

You will find both the 16.5a-2 and 99.1-2 versions of DIALD.
I use the 99.1-2 with the diald16-config*.rpm Configuration
Files.

I have 99.1 working on RH6.1.  So, if you need config file
or help, let me know...  

Modifications you may need to do:

1.  Update your PPP with new PPP Package from RedHat  
     Errata-Bugs Fixes Download Site.  Fixes intermittent dialing 
     problems, as well as, a few other PPP bugs.

2.  Update your INITSCRIPTS with new INITSCRIPTS Package
      from RedHat Errata - Security Advisories Download Site.  
      Fixes some known Routing Issues with the Network Device 
      Config and Network Up Script Files.

3.  /etc/ppp/options.

     Add "noauth".
