There is an IDG press book called the Linux Network Toolkit that addresses
the complete setup of the Linux host and the Win clients and diald.

To summarize the Windows side.
In Control Panel select Internet. On the connections tab select connect
over a LAN.

In Control Panel, Network. You should have two TCP/IP entries if you also
have a modem. If you have no modem in the Win Box then there should be
one. Select and then you need to set the following:
IP address set this to be the same subnet as the ethernet card in the
Linux box. Our firm has established the following standard for IP address
assignment. Linux server alsway 10.0.0.1 or 2 or 3. Depends on how many.
First non-linux server is 10.0.0.10, including print servers such as HP
Jet direct cards. First client is 10.0.0.100 and so on.

With the above rules in place the Win box has ip 10.0.0.100 and the mask
is 255.255.255.0 with eth gateway being the 10.0.0.1 and then you have to
enable DNS.. In the dns tab you can put in fake or dummy host and domain
ames. (I will stand corrected on this but I have found any names work)
and then in the DNS servers put in the IP address of the DNS at the ISP
you dial into. No proxy. So you have DNS, Gateway and IP tabs with valid
entries.

On the Linux box host.conf order hosts, bind should be first line. This
says that in DNS look ups the order should be look in the hosts file and
then use bind, which will try to do a DNS lookup on the ISP and thereby
invoke diald.

Does this help? Have not done in a while but have two clients to set up
like that this week so will have a refresher as I do it. Write off list
if you need more info, or call in evening. (Keep in mind I am in Atlantic
Time Zone in North America)
