Setting up diald to not bring the link up on sendmail DNS attempts would be
extremely difficult, if not impossible.  What you probably want to do is set
the sendmail DeliveryMode option (confDELIVER_MODE in sendmail.mc) to
"deferred".  This will place messages sent into the queue to be processed in
the next queue run, most importantly, without DNS lookups.  This mode is
specifically for dial-on-demand sites.
