How to apply restriction

Hello, List.

Now, that I'm running LRP (I just gotta Trevor's), I have two questions:

1. (Maybe silly) How could I get the .lrp packages as a built-in .bin,
just like Trevor's one?
2. How could I impose restrictions such as who/when access machine to
get connection, i.e. right people at right time can dial a connection.
