I don't think that this is an Ipchains issue. What I think is
happening is that when Netscape starts it attempts to connect to all
of the mail and news servers you have configured. Even if you only
open the browser, not a mail or new reader, then it still does this. I
suspect that it is doing something similar when it shuts down.
One solution (which will not be acceptable if you use Netscape for
reading news and/or mail) is not to configure a mail or news server in
the preferences. Also, if you only use Netscape as a web browser you
might consider changing to using Navigator rather Communicator.
