The dynamic address you get allocated might be unlikely to change but
there will be address changes if you use bogus addresses for the proxy
interface and run diald in "dynamic" mode. One option is to use the
allocated address (once you know it) for everything and pretend it
is static. Newer versions of diald automate this with the "sticky"
option. Using this the configured proxy addresses are only used when
diald first starts. After that the last real link address is used
for the proxy so addresses never change unless you get allocated
something different.

  N.B. there were bugs in the "sticky" handling until relatively
recently. I don't know if they actually caused problems but you may
need to get the most recent CVS stuff from sourceforge.net rather
than 0.99.4.
