I've reworked my linux-phc extraction to sit on top of this (using
temporary commits for now; I assume I'll rebase on top of net-next when
this lands there).

It (almost, qv) passes a basic smoke test, feeding vmclock in QEMU with
synthesised error-bound data, which ends up correctly visible to
userspace — apart from the csid.
