So the conclusion is that your ISP is dropping packets, isn't it? You wrote that you see packet loss when the data rate exceeds half the data rate of the full TS - is it possible that your ISP has a bandwidth limit of 1/2 TS in place and drops packets if that bandwidth is exceeded? Have you contacted your ISP about this issue yet?
