How small? It is pretty easy to make a boot floppy with
linux + networking, but X and netscape are not going to fit
on a floppy. Well... the QNX people have sort of done it.
The next step up would be a zip drive w/ 100MB of space.
This is not enough for a full red-hat release, but I get
the impression you can make a much smaller Slackware
system.
If you have a hard drive then you've got plenty of space
for a full install. You can then delete the packages
you don't need.
If you are doing lots of these you can save time by creating
one reference machine and making a tar image of the partition(s).
To install on other machines boot with a boot floppy w/ networking [1]
partition, make file systems, and untar the image. Check your umask
before you untar! Tar can do devices and everything.

[1] The Bootdisk Howto has the information about creating stand-alone
boot floppys. It takes a bit of time to get things set up and
working, but then you can easily make bootable floppies for all sorts
of situations.
