Well, not really low-cost, but well-featured:
The TQM8xxL features a MPC8xx Embedded PowerPC Controller with up to
64 MB of RAM, 8 MB Flash, and all interfaces (serial, parallel,
Ethernet, I2C, SPI, USB, CAN-Bus, PCMCIA, ...) on a board half the
size of a credit card (54x44 mm).
Linux is available for those modules, as well as a full-featured
(cross-) development environment.
See http:/www.denx.de/solutions-en.html for available software
options and http://www.tqc.de/HTM_Files/TQM8xx_Serie.htm for initial
info about the hardware.

Around $500 depending on memory size and other options.

Then go for PowerPC; depending on your configuration the application
can be running within 5...10 seconds. With some optimization even
faster.
