For the development stuff you can use KDevelop, it's a nice graphical
programming environment which uses all the GNU standard tools like gcc,
gdb etc. as backends. 

For GUI stuff try Qt Embedded. 

Don't do that on a Windows system - develop Linux software on Linux. You
can write, debug and test your software on your normal PC and move it to
the target system when everything is finished.
