I have no experience with VxWorks, but the Linux strategy is to do only in
kernel space what is necessary, e.g. hardware access. This gives you
maximum protection.

[Linux|Linux/RTAI|Linux/RTL|put_your_favourite_mini_unix_here] does
everything you need, why not simply use it?
