Here's an update.
I tried using Ghost 7. I made a disk image of the flash onto a hard disk on the same machine. Its a standard PC with an IDE to compact flash adaptor. I then put in a new flash of the same brand in the machine, used Ghost to restore the image, and Ghost claims that the new flash is 2 megs smaller than the original flash disk.
