I did:
rm -rf /var/cache/rinse/*

but it's still the same:

./mk-basefile -J CENTOS7_64

Extracting: filesystem-3.2-18.el7.x86_64.rpm failed to extract filesystem-3.2-18.el7.x86_64.rpm: 16384 at /usr/sbin/rinse line 1156.
Installed packages in chroot:
chroot: failed to run command `rpm': No such file or directory
CHROOT rpm -qa: chroot: failed to run command `rpm': No such file or directory

OK, that's fine.

I guess you have a bad file in your rinse cache.
You should clean that cache with rinse --cache-dir, or just remove
rm -rf /var/cache/rinse/*
