we have a quite inconvenient mix of licenses in the code. Some are

# License:      GNU General Public License (GPL)

others

# This program is free software; you can redistribute it and/or modify
# it under the terms of version 2 of the GNU General Public License as
# published by the Free Software Foundation.

and yet others:

 * This program is free software; you can redistribute it and/or modify
 * it under the terms of the GNU General Public License as published by
 * the Free Software Foundation; either version 2 of the License, or
 * (at your option) any later version.

This is not quite good.

Personally, I'd be in favor of GPLv2 or later, but the mix is clearly not
really acceptable.

How can we decide on the desired license, and how can we orchestrate
the switch?
