but you are talking about a promoted ressource = a ressource in
mastert/primary state.

as monitoring is not started without explicitly adding an monitor
operation to your cib file, to me, your problem sounds like adding a
monitor operation with a role="master" attribute will solve this issue.
please report whether this works.
