v1 is very dumb. You can add them to haresources and then simply start
them manually - v1 doesn't run resource monitoring or start/stop except
on take-over, nor is haresources cached in memory anywhere, so it won't
mind. Just make sure that you really copy the haresources file to both
nodes.

I'm not sure whether there's a limit on the number of resources v1 can
manage, except if it hits some line-length limit of the shell
somewhere.

The downside with a large number of resources is that v1 is all serial;
nothing is done in parallel, which means a large number of resources
will incur some penalty.
