Not only crm_mon, but also cibadmin produces a CIB with a surprisingly short status section. Something's very wrong on that node. Can't say what without the logs. Did you take a look there? NB: The constraint you defined is a odd. The rule evaluates to true if the #uname attribute is defined which is always true.
