I can't offer any hard data, but IMO it does take a lot of time to learn the v2/CRM style configuration. Probably more than management would find reasonable. Unfortunately, the learning curve is extremely steep. Furthermore, testing a cluster for production environment, once it is set up, could also take quite some time, depending on the services.
