I'm running 64-bit 2.1.3 in a two-node cluster. I've got 8 IPaddr
resources, plus one resource for pound and one resource for Apache.
I'm having difficulty understanding what is stopping the resources

running on node 1.
The resources always start successfully on node 2, but when I try to
standby node 2 (crm_standby -v true), they will not transition to
node 1.
I've removed stonith resources (admittedly unnecessary) to try to
simplify

Logs attached are from both nodes and I'm hoping somebody will see
something I am missing.

this tells the cluster never to run your group on node 1
Here's the scenario when for the node 1 log:
1. node 1 in standby
2. node 2 - heartbeat stopped
3. crm_stanbdy -v false (on node 1)
4. resources never start - it looks like it tries to monitor the pound
resource (cPound2) before it is started, and fails.
And for the node 2 log:
1. node 1 - heartbeat stopped
2. node 2 - heartbeat start issued
3. resources startup with no issues.
I appreciate any suggestions.
