Thanks for this nice writeup. There is, however, serious confusion in
the section answering the question at hand:
"Specifying the Order Resources Should Start/Stop In", page 20:

from The name of a resource. This resource will start after
the "to" resource.
to The name of a resource that must be started before the
"from" resource is allowed to.

I think "from" and "to" are backwards here; see also your companion
