After stopping the heartbeat interfaces and getting the system halted
message on the console this is what comes up in the log file:

Until enabling the heartbeat interfaces the system keeps running

Well absolutely sure:
To test the config I stop the 2 heartbeat interfaces (eth4 and eth5 in
our case).
Stonith kicks in at the prompt appears: The system is going down for
system halt now.
And there it stays forever.

BUT when I enable one heartbeat interface (ifup eth4) then almost
immediately things get rolling and the machine is power off

The "power" method shouldn't ask for acpi cooperation. Are you
absolutely sure that acpid got involved in that case too?
