That won't work, and here's why:

1. No (zero, zilch, nada) budget for this project.
2. The two nodes are both VMs (i.e. nowhere to put the SSDs)
3. Apache starts in <1 second when started manually, so the delay *is* 
Pacemaker, not Apache
