I'd build one base cloned group (DLM, cLVM, o2cb) and then indeed
collocate/order the file systems with that if I wanted that, but via
independent constraints. I've not played with resource sets in this
context and can't try that, but I know individual clones can be
collocated + ordered fine.

Have you tried that? Then that would isolate the problem to resource
sets at least.

(I can't try, currently travelling with limited network access and
time.)
