ax25 and kernel 2.2.x

        It is a fact that both my attempt to compile the ax25-utils under
the 2.2.1 source code and Hamish's approach with changes to the set up
file are both having trouble with netrom.

        It may be that some changes need to be made in the netrom code for
use with the new kernel. My compile errored out on user.c so am looking in
that area but I'm not finding an obvious problem...yet.
