Firstly one would imagen a t_2 timer time of 1.5 seconds far to short for a
1k2 link.
Seconly it looks like you are using mode VC,
thirdly you have not set the "window" or "mss/mtu" correctly with the
available commands. that can be seen because you are experiencing packet
fragmenation, which is realy a bad thing on radio links.

I am possably quite wrong here, however i would try the following;

Attach the interface with a MTU of 256
add routes with the route command and set the window to 944 mss 256 and irtt
to 6000
I would certanly try changing t2 to 60 to start with and see what happens.

I dont mode datagram and have never seen this type of thing happen.
I would expect someone else will be able to tell you exachtly what you are
doing wrong.
