I have the *same* problem, with mkiss (i have 2 TNCs),
the 2 machines see each other, but with a delay that is unacceptable.
I changed /etc/ax25/axparms->maxframe =4 (it was 1), and it was a bit
better. I think it has something to do with "Exponential" backoff
algorithm and the T1-T3 etc settings. 
Probably the defaults have changed since previous kernels.
Additionaly, i can't access directory /proc/net/ax25/ (it's a
file, and strangely, it has only headings, not numbers).
