No idea, didn't boot/use 2.0.x for long time :)
What about compare/diff scc.c-2.0.x and scc.c-2.2.x ? (i don't have any
2.0 source at the moment, so ..)
If 2.0.36/scc still uses the KISS interface (2.2.x uses a network device)
upgrading could be a little bit nasty(But many people have switched yet, 
so help can be expected).

I know userspace-software got some updates, but new tools can be easy to
get.

Easier indeed, so check out the diferences/patches. (But i prefer to
run/test a most recent kernel:)
2.2.x is running fine here with ax25/scc except the little high interrupt
load with software DCD (also in 2.0.x)

Argh!  All right, so how am I supposed to work with Linux when
everything's already been done?!  Can't these people leave some
broken MSDOS like parts so there's problems left to solve!?....
