The lib/tools/apps are an almost complete replacement for the utils for
2.2.x kernels. Almost complete means that some packages that previously
were in utils are now distributed separately. Like node for instance.

Anyway mixing ax25-utils and libax25/ax25-tools/ax25-apps is asking for
trouble.
