This is 99.9% sure a windows problem. It seems they have cut corners here
too. I don't have windows 98 nor 95 but I have seen this behaviour with
older windows too (many years ago).
Node tries to negotiate linemode/local edit at the beginning of the
session but problem is the windows telnet client doesn't seem to support
that. Unless someone knows how to get linemode with the windows telnet
client there isn't much I can do...

The problem gets worse with some really old AX.25 software that interprets
every incoming frame as separate command...
