If you mean using commercial service (DVB - Internet Via sattelite) then
i must tell you that it has nothing to do with ham packet radio. 
There are Internet gateways that are reachable by regular packet radio
stations, not by satellite (as far as I know), but you can't use speed you
mentioned.

Yes. You can freely choose Internet Provider that serves you best. 
Principle of hybrid connection is that you send requests through your 
normal modem connection and get answers from the sky.
