The question isn't really that simple.

If it's a change that will effect only base configuration tools like
ax25-utils then you can probably get away with it. If it is something
that *application* programs (an arbitrary term I know) like, say F6FBB,
or APRS, or gak, anything that users use directly then I think you need
to be more careful.
