The configure script for libax25 has a few parameters which let you tell it 
where its config files, program files and data bases go (individually). You may
need to use something similar when compiling other programs -- tell it
the configuration files are in /etc, but you still want the binaries
in /usr/local (because it's not a Debian-provided package).

By the way if the program is accessing the standard libax25 config files,
it should do it using just libax25 -- so it should not need to know the
location of the config file directory. I think, anyway.
