Add support for on chip I2C bus controller on Netlogic XLR/XLS family
of MIPS64 SoCs. The changes are:

Kconfig/Makefile: add CONFIG_I2C_XLR option
busses/i2c-xlr.c : driver for Netlogic XLR/XLS on-chip I2C controller
