The problem is cause by not having the STREAMS package loaded in kernel or
as a module.
Progress from time to time likes to take a bit of a pause and trys to use
this package to facilitate that action, so I'm told.
Don't use no Version 8. Using 7.3E. For GUI, we develop graphical frontends
in JAVA and s socket connection to the Progress server.
