(emacs) mule and xemacs

I was wondering where can I get a copy of mule (emacs mule), and how is
its functionality.
i am now using xemacs21. How do they compare?
Also, does it work with the major packges for emacs/xemacs (auctex,
x-symbol, outline-mode, html etc.)?
