netscape, as and old motif program, and like all current gtk 1.2 programs (and ancient kde 1.x programs and other legacy programs) needs your character-set set properly with glibc in order to be able to type non-ASCII characters in X. Please read the section in the IGLU FAQ regarding the keyboard setting.
