Add this to $HOME/.Xkbmap (though this is probably Mandrake-specific, see
/etc/X11/xinit/fixkeyboard which is called by the X init scripts)

Actually, I would recommend you to avoid configuring the keyboard through
KDE, and configuring (and toggling though Xkb. Your $HOME/.Xkbmap could
be:

  -options grp:alt_shift_toggle,switch,grp_led:scroll il

(There are equivalent settings in the XFree86Config-4 file)

Note that alt-shift is used in some programs (emacs, for instance). I use
grp:shift_toggle instaed, which uses both shifts, and is slightly less
optimal, but colides with nothing, AFAIK.

And don't forget that holding down the right alt switches you temporarily
to the other layout (something which I find terribly lacking in windows'
keyboard layout switching)
