If a server has 10GB RAM ( talking about 32bit arch )
and each user is loading a heavy compile that uses 2GB RAM ,
if 4 users compile simultaneous how will the kernel/system react ?
Will the kernel be able to give each user a 2GB User-Space?

It depends on how the system was compiled. If it was compiled with large memory support, then the answer is yes. In fact, IIRC if it was compiled with large memory support, each user will even have 3GB of user memory, possibly even more.
