Get a tuner card with a video in port (most if not all cards have it these 
days). it'll be cheaper the the price difference for an All-in-wander or 
similar card, and you get a tuner as a bonus.

You can't go wrong with a BT powered card, but also check USB frame grabbers - 
some are supported and will give you more freedom (you could move the grabber 
easily to another computer or lend it to a friend).
