This seems to be a bug of lyx: if the document is Hebrew the context of
\section{} and similar macros should be RTL. If you have an English
title it should explicitly have \L{} wrapping it.

Workaround: start that paragraph with a "note" character (insert->note) 
and make that note's direction RTL. Maybe you'll also need to add such 
a RTL note in the end. Such notes are generally very useful in lyx: they
play a somewhat similar role to RLM and LRM.
