"My system" could help you, though note that it is much less sophisticated than docbook and/or Borges, is still being updated from time to time (i.e. the XSL is still a mess as I'm learning the technology while writing it), supports only HTML generation and the documentation is still not complete. Note that it is not a "document management system" (neither is docbook, though Borges may have similar characteristics) - it is merely a way to generate documents and display them in a nice manner. If you can live with that, you'll find it satisfactory. It is not technology-biased and is completely free, of course. It basically contains two parts - a stylesheet that is used to generate the HTMLs from XML sources and an application (not written by me) that makes the HTMLs available via a nice GUI. This app is optional - you can view the HTMLs via any browser. I also suggest that you try the real thing, by grabbing a copy of GNU/Linux Kinneret (http://www.linux-kinneret.org) and running the "Swimming Guide". As to Borges, it did not have Hebrew support the last time I tried (or more correctly, right to left support) - I assume that is because it is based on docbook stylesheets.
